Floating palettes are a feature of almost every modern program. In the Microsoft programs, for example we have toolbars, which can be made visible under the View menu. In the Adobe product, which obviously includes DreamWeaver, these toolbars are called panels and they are available under the Window menu.

You will notice that the Window menu contains a workspace layout option. If you choose Designer, you will find that the floating palettes appear on the right and if you choose Coder as we have here you will find that they appear on the left. The panels are arranged in the panel groups and each group has a name. To open a group you click on its name and you can then see the panels that the panel group contains. In this case, the CSS group contains CSS styles and AP elements.

And as you can see you simply accelerates a particular panel by clicking on its name. If you are not sure which group contains a particular panel remember you can always go to the Window menu. So if I go to Window and choose behaviors, behaviors is in the tag panel group and therefore the group opens and the panel is activated.
